The Latvia Residence by Investment Program is one of the fastest and most competitive programs in Europe. The program was launched on 1 July 2010 by the Latvian government as an initiative to sustainably overcome the economic crisis of 2007–2009. Five years after the program’s launch, Latvia’s economy received more than EUR 1.3 billion, of which more than EUR 1.1 billion was generated from the purchase of real estate by foreign investors. (The real estate option has been suspended since January 2022.).According to the qualification requirements, foreign nationals may apply for a residence permit in Latvia by committing funds into the equity capital of a Latvian company, making a subordinated loan (deposit) in one of the Latvian banks, or through the purchase of interest-free government bonds determined for special purpose

Requirements of Latvia residence by investment

There are several qualifying options to obtain a residence permit through the Latvia Residence by Investment Program. Applicants may choose from one of the following options:

The investment of EUR 280,000 in the subordinated capital of a Latvian bank for a period of five years, plus a one-time payment of EUR 25,000 to the state budget

The investment of EUR 50,000 in the equity capital of a Latvian company (provided that the company annually pays at least EUR 40,000 in taxes), plus a one-time payment of EUR 10,000 to the state budget

The purchase of special-purpose interest-free bonds at a nominal value of EUR 250,000, plus a one-time payment of EUR 38,000 to the state budget

Procedures and time frame of the Latvia Residence by Investment Program

The processing of documents takes approximately 30–90 days. The members of the applicant’s family, such as spouse and children under 18, may apply for a residence permit together with the applicant. Upon approval at the Office of Citizenship and Migration Affairs of the Republic of Latvia, the investor should visit Latvia in person within three months to collect their temporary residence permit in the form of an ID card. The residence permit is valid for five years with the requirement of annual renewal of the ID card.

Conditions apply if you buy property (For the Republic of Latvia):

  • Neither have you had any real estate tax debts nor have any such debts presently.
  • Real estate does not include agricultural or wooden land.
  • Complete payment of the real estate you have bought must have been made by non-cash settlement.
  • Real estate must be bought from legal entity registered in Latvia or a member of EU or other European economic area or a citizen of Latvia or a citizen of EU or any foreigner with valid Latvia residence permit.
  • At the time of purchase, the total cadastral value of property should be at least EUR 80,000. If that value is below, then total real estate value should not be below EUR 250,000.
  • You must pay 5% of purchased real estate value into the state budget when you apply for first TRP.

If you are a person who is legally registered as a member of the Board or Council or is an authorized person who represents a foreign business entity with the actions associated to the branch office, it means you can apply for residence permit in the Republic of Latvia. RESIDENCE PERMITS BASED ON SHARE CAPITAL INVESTMENT

If you have invested in the share capital of any company in Latvia to increase it in the future or has invested in the share capital as the foundation of new company, it means you are eligible to get a residence permit in the Republic of Latvia. You are required to submit the documents for the residency in Latvia. Your documents must provide that:

  • Investment is minimum EUR 50,000 (from 01.07.2016!) and this amount is done in a business company having employees less than 50. EUR 10,000 is payable to the state budget. Also, the company you have invested in has annual turnover or balance less than EUR 10 million. The company pays minimum EUR 40,000 of the total turnover as the tax into the state & municipal budget or 3,300 per month. Not more than 10 foreigners in the same company who have made investment as the share capital can apply for TRP.
  • Residency application related expenses.
